So, I've been having a bit of a play with this here WinVICE (rev 1.22 fyi). Now I fancied a look at that there "Robotic Liberation" demo, y'see.
EDIT: after a touch of searching, I found the answer. leaving this up for a day or so, then deleting.

The Problem was that I couldn't get "Robotic Liberation" to run. The Answer was to use the one-file PRG available from Pouet.net (lovely place) and set your RAM expansion to either 16K or 24K. A Month, and I still have no idea how to operate WinVICEPlus, to the extent of running C64DTV demos.
