It sure sounds like the VIC 20s sound chip. And having seen what the VIC 20 is capable of in the "Veni Vidi Vic!" demo back in 1996 I'm not really suprised that someone would get around to creating something like 'Robotic Liberation'. It's still pretty effing impressive, though.
