It all depends on how the judging over his works is done - and I'm not talking about the rating itself.
Omoroca: You're free to do and shout whatever you like here, but to be taken serious as a responsible member of this community needs a bit more. I suppose.
Basically, the strict rule set of the review guidelines should encourage users to post shouts by the same principles. It's just that it isn't enforced.
