is there any software specialised on creating polyphonic ringtones? It should be able to emulate the actual mobile output (with the polyphony limitations).
Or is there a VSTi plugin for that purpose?

Nokia has one, but it's got a showstopping bug. This handles some Nokia phones (obviously), but patch changes on any channel seem to trigger the phone to change rather than the instrument.
Alcatel has one, but Alcatels are crap.
Are you doing me some ringtones then?
Other than that, the only platform where you get to hear the exact mobile output seems to be the Yamaha stuff at http://www.smaf-global.com. In other cases, the emulators don't have sound output, the soundsets are proprietary and guarded, yadda yadda.
