Who of you good folk would know where I am to find me somebody that can help code a VST plugin?
the reason why I'm asking is that Bill Marshall (of Vangelis' Direct machine fame) is wanting to create a plugin based on Direct and the Zyklus MIDI Performance System. There's detailed specs on the Zyklus Improvisor which are available in PDF on his site

Cheers,
Marcel

More than a VSTi, that's the work for a midi plugin.
Anyway, you can try one of the 2 or 3 "VSTi makers" software out there, like SynthEdit.

Marcel Donne: do You have on Your mind plugin VSTI with midi output? because only VST sdk V2.4 (specification) have something like that. At this time only few hosts have possibility to load those plugins. I'm sure that Calkewalk Sonar 5.2 has this feature.

Yes indeed. The plugin will only do MIDI processing. It won't produce any sounds i.e. there's no synth-engine. You think a plugin like this would work in Cubase SX3?

Cubase SX since version 2 is compatible with all the midi plugins developed in the MFX standard (Cakewalk).
While you're at it, you could have a look here:
