Was software really hardware in disguise?

There's no physical product when you download a stack of old Commie tapes or disks now. You port the data to boot the 64 and up it all comes. True software.
I often thought the word software was a bit of a misnomer anyway, especially when it came on the undeniably tough cartridges. The software is the program but in the old days there was still the physical shell of it, particularly if you needed to connect cables to it or press its buttons.
